The Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority, Rabiu Umar, has warned that uncertainty in Nigeria’s regulatory environment could discourage investment in the petroleum industry.

Umar said investors were generally prepared to manage commercial risks but found regulatory uncertainty more difficult to accommodate, stressing that clear, consistent and predictable rules were essential to attracting and retaining capital.

He made the remarks in a message on regulatory certainty, where he highlighted the importance of a stable regulatory framework to the development of Nigeria’s midstream and downstream petroleum sectors.

According to him, government efforts to provide fiscal incentives, financing support and policy reforms could have limited impact if investors remained uncertain about how regulations would be implemented.

Umar said investors wanted assurance that rules were clear, regulatory decisions were consistent and approval processes were predictable.

He noted that the issue was particularly important for long-term investments in refineries, pipelines, storage facilities and gas infrastructure, which require confidence that the regulatory environment will remain stable throughout the life of the assets.

The NMDPRA boss said the Petroleum Industry Act had established a framework based on transparency, competition and accountability, adding that these principles must also be reflected in the authority’s daily regulatory activities.

He identified timely approvals, consistent application of regulations and fair decision-making as important factors influencing investors’ confidence.

Umar also said effective regulation should go beyond issuing licences and enforcing compliance, arguing that regulators must create an environment where businesses can plan and make long-term investment decisions.

He said the NMDPRA was strengthening collaboration with other government institutions to improve coordination and ensure more predictable regulation across the industry.

According to him, the success of reforms would ultimately depend on their implementation and how consistently regulatory decisions were applied.

Umar assured stakeholders that the authority would continue to carry out its mandate fairly, transparently and consistently to support responsible investment and the development of Nigeria’s petroleum industry.
