RIVERS: HOST COMMUNITIES’ STAKEHOLDERS TO ENSURE TRANSPARENCY, PREVENT DISPUTES IN FUND MANAGEMENT
Stakeholders in oil-producing host communities in Rivers State have emphasised the need for transparency and accountability in managing funds allocated for community development, warning that poor financial management could trigger disputes and undermine development efforts.
The call highlights the importance of involving community representatives and other relevant stakeholders in decisions concerning the use of funds provided under the Petroleum Industry Act (PIA). The legislation established the Host Communities Development Trust to support development projects in communities affected by petroleum operations.
Stakeholders believe that transparent management of the funds is essential to ensuring that allocated resources address the actual needs of host communities. They have stressed that clear financial records, proper consultation and regular reporting would help build trust among community members and reduce suspicions surrounding the handling of development funds.
Disagreements over leadership, project selection, allocation of resources and access to financial information have the potential to create divisions within host communities. Such disputes could also delay projects and weaken relationships between communities, trust administrators and oil companies.
The stakeholders therefore called for stronger monitoring mechanisms and inclusive decision-making processes to ensure that development initiatives reflect the priorities of residents. They also highlighted the importance of making information about fund receipts, expenditure and completed projects accessible to community members.
The Host Communities Development Trust framework is intended to promote sustainable development in areas hosting petroleum operations, particularly through investments in infrastructure, education, healthcare and economic empowerment.
For the initiative to achieve its objectives, stakeholders argue that community participation must go beyond representation on management structures. Residents should have opportunities to monitor projects and demand explanations where funds are not properly accounted for.
Effective transparency and accountability, they maintain, will be critical to preventing internal conflicts, improving trust and ensuring that host community funds deliver meaningful benefits to residents across Rivers State.
