NOA REJECTS CLAIMS OF OVERREACH OVER LEARNER IDENTIFICATION NUMBER

The National Orientation Agency has dismissed allegations that it is exceeding its statutory responsibilities through the proposed National Learner Identification Number initiative. The agency described concerns raised over the programme as a misunderstanding of its role, stressing that the initiative is intended to support better identification and management of learners within Nigeria’s education system.

The clarification followed opposition from the National Association of Nigerian Students, which rejected the proposed Learner Identification Number and questioned the involvement of the NOA in an education-related identification scheme. NANS argued that the initiative raised concerns about institutional responsibilities and called for greater clarity over how the programme would operate.

The NOA, however, maintained that its participation should not be interpreted as an attempt to take over functions belonging to education authorities. The agency said its statutory responsibilities include activities connected with national orientation, civic engagement and public mobilisation, which it said provide a basis for its involvement in initiatives aimed at strengthening national systems.

The proposed identification system has generated wider discussion about how learners across the country should be properly identified and how relevant information can be organised for effective planning. Supporters of a centralised identification framework argue that reliable learner data could assist government agencies in improving education planning and service delivery.

The agency’s response is expected to further fuel discussions among students, education stakeholders and government institutions over the scope and implementation of the initiative. The NOA has maintained that the programme should be viewed within the context of its legal responsibilities rather than as an attempt to overreach into the functions of other government bodies.
