LAGOS TO CONVENE GLOBAL INVESTORS AT COP31, ADVANCES US$25–50B CLIMATE INVESTMENT OPPORTUNITY
The Lagos State Government is set to bring together global investors at the 31st United Nations Climate Change Conference (COP31), as it advances a climate investment opportunity estimated at between US$25 billion and US$50 billion.
The initiative is aimed at attracting international financing and strategic partnerships to support climate-related projects, strengthen environmental resilience and promote sustainable economic development in Lagos.
As one of Africa’s largest urban centres, Lagos faces significant climate challenges, including flooding, coastal erosion, rising temperatures and pressure on urban infrastructure. Addressing these risks requires substantial investment in resilient infrastructure, cleaner energy, improved waste management and sustainable transportation.
The proposed investment opportunity could provide a platform for presenting projects to international financiers, development institutions and private-sector investors interested in climate solutions. Mobilising capital at this scale could also support the development of green industries and create opportunities for businesses involved in renewable energy, environmental services and climate technology.
COP31 is expected to provide an international platform for governments, businesses and climate stakeholders to discuss emissions reduction, climate adaptation and financing for vulnerable communities. Lagos’s participation would offer an opportunity to highlight the investment potential of climate action in rapidly growing African cities.
For the state, attracting climate finance could help accelerate projects designed to reduce environmental risks while improving infrastructure and supporting economic activity. However, converting the estimated investment opportunity into actual funding will depend on the availability of bankable projects, clear regulatory frameworks and credible implementation plans.
Investors will also look for transparency, measurable environmental outcomes and arrangements that provide confidence in the long-term viability of projects.
The initiative highlights the growing importance of climate finance in urban development, particularly as cities seek to balance economic growth with the need to prepare for climate-related risks.
If effectively mobilised, the proposed US$25 billion to US$50 billion investment opportunity could support Lagos’s climate ambitions and strengthen its position as a destination for sustainable infrastructure investment.
