The Federal Government has ordered the disbursement of the Cabotage Vessel Financing Fund (CVFF) as part of efforts to improve access to financing for Nigerian shipowners and strengthen local participation in the maritime industry.

The directive comes amid concerns over the difficulty domestic operators face in securing loans to acquire vessels, expand their fleets and compete effectively in the shipping business. Industry stakeholders have repeatedly identified high interest rates, stringent lending conditions and limited access to long-term capital as major obstacles to developing indigenous shipping capacity.

The CVFF was established under Nigeria's Cabotage framework to provide financial support to eligible Nigerian operators seeking to acquire vessels and undertake other approved maritime investments. However, delays in accessing the fund have generated frustration among stakeholders, who argue that its effective implementation could help reduce dependence on foreign vessels for coastal and inland waterway transportation.

The proposed disbursement is expected to provide an opportunity for qualified operators to access financing under the applicable conditions. It could also support fleet expansion, encourage investment in local shipbuilding and maintenance services, and create employment opportunities for Nigerian maritime professionals.

However, industry participants are likely to closely monitor the selection criteria, lending arrangements and repayment conditions to ensure that the funds reach genuine operators and deliver the intended benefits.

The development comes as Nigeria seeks to strengthen its maritime sector and retain a greater share of the economic opportunities generated by shipping and coastal trade.

Effective management of the CVFF will be critical to achieving these objectives. Stakeholders have long maintained that access to affordable financing is essential if Nigerian shipowners are to build competitive fleets and play a stronger role in the country's maritime economy.
