The Sapele Local Government Area (LGA) of Delta State has announced new operational rules for commercial motorcycle (okada) and tricycle (keke) riders, including a ban on the use of face masks while on duty.

The directive, issued by the Secretary of the Council, Hon. Raymond Overah, was made public on Tuesday, October 2, and is set to take effect 30 days from now.

According to the statement, the new regulations aim to enhance public safety, maintain order, and improve transportation management within the local government area.

“The operation time for okada riders is now restricted to 6:00 a.m. – 8:00 p.m. daily. Every rider must wear a reflective vest with a clearly written Area Code Number,” the statement read.

It added that any okada rider found wearing a face mask while on duty would be arrested immediately.

For tricycle (keke) operators, the rules stipulate operational hours between 6:00 a.m. and 10:00 p.m., and require all vehicles to display a valid Vehicle Inspection Office (VIO) Number clearly on the body.

“No passenger shall enter any keke without a visible and valid VIO Number boldly displayed on the body,” the statement added, emphasizing that keke covers must also be properly tied, especially during rainfall.

Violators of these directives risk a seven-day detention, as the council also issued a stern warning against theft and other criminal activities.

“Any person caught stealing within the ATP premises shall be shot on sight,” the council warned, urging all transport unions, riders, and residents to comply fully with the new safety measures.

Meanwhile, in a related development, the Delta State Police Command has confirmed the arrest of four suspected armed robbers and drug peddlers in Asaba.

Police spokesperson, SP Bright Edafe, revealed that the suspects were apprehended following a robbery incident on October 1, 2025, around the BONSAAC area of Asaba.

“The DPO B Division Asaba, CSP Edewor Akponegware, led his surveillance team in a swift response to a distress call where a female victim was robbed at gunpoint by two male suspects,” Edafe said, adding that investigations are ongoing and the suspects will soon be charged to court.
